HSE Forklift Guidelines 2026: Staying Compliant with ACOP L117

Forklift operator training in a Birmingham warehouse under HSE ACOP L117 guidelines

What UK warehouse managers need to know about HSE ACOP L117, PUWER and LOLER — plus when to book a forklift refresher course in Birmingham to keep FLT operators compliant.

Why HSE forklift regulations still centre on ACOP L117

If you manage a warehouse, distribution centre or yard in the UK, HSE forklift regulations are still framed around Approved Code of Practice L117 — Rider-operated lift trucks: Operator training and safe use. ACOP L117 is the benchmark employers and providers of forklift training in Birmingham use when deciding who may operate a counterbalance, reach, articulated or narrow-aisle truck, and how often competence should be reviewed.

L117 does not invent a DVLA-style licence. It sets out what adequate training looks like: basic training, specific job training and familiarisation, followed by ongoing supervision and refresher training when competence may have faded. For 2026 planning, Birmingham and West Midlands employers should treat L117 as the compliance spine for every lift-truck (FLT) risk assessment, induction and contractor control process.

PUWER and LOLER duties alongside forklift training

Two Regulations sit beside ACOP L117 and are frequently checked during HSE visits or insurance audits:

  • PUWER (Provision and Use of Work Equipment Regulations) requires work equipment to be suitable, maintained and used only by people who have received adequate information, instruction and training.
  • LOLER (Lifting Operations and Lifting Equipment Regulations) covers lifting equipment and accessories, thorough examination, and planned lifting operations.

A paper certificate alone is not enough. Managers must show that operators are trained for the specific trucks and environments they use, that trucks are maintained and examined, and that refresher or conversion training is arranged when roles, racking layouts or equipment change.

How often should forklift operators take a refresher?

HSE guidance does not give a single statutory expiry date for operator certificates. In practice, most insurers and competent training bodies expect refresher training every three to five years, or sooner after an incident, near miss, long absence from the truck, or a material change in equipment. That is why many UK fleets schedule a rolling programme rather than waiting for a certificate date to “run out”.

Read our guide on how long a forklift licence lasts in the UK for the difference between legal expiry and employer competence rules.

At Forklift Pioneer Training we deliver ITSSAR-accredited refreshers aligned with L117. If your team’s last formal assessment was three or more years ago, book a 1-day forklift refresher course at our Birmingham centre or on your own site.

What compliant forklift training should include in 2026

A robust ACOP L117 forklift training pathway typically covers:

  1. Basic training — theory and practical skills for the truck category (for example counterbalance or reach).
  2. Specific job training — local rules, racking, traffic routes, attachments and loads.
  3. Familiarisation — supervised practice on the actual machine in the workplace.
  4. Ongoing monitoring — observed operation, toolbox talks and scheduled refreshers.

Managers should keep training records, authorisations to operate, and evidence of familiarisation. When auditors ask how you meet HSE forklift regulations, that paperwork — plus current competence — is what demonstrates control.

Next steps for West Midlands warehouse sites

  • Map every operator to truck type, last training date and authorisation status.
  • Flag anyone beyond a 3–5 year refresher window for assessment.
  • Confirm LOLER thorough examinations and PUWER maintenance schedules are current.
  • Use an accredited provider so certificates and instructor qualifications stand up to scrutiny.

Authorisation to operate is not the certificate

L117 describes basic training, specific job training and familiarisation. The certificate from an ITSSAR course is only the first of those. Managers still have to:

  • Authorise named operators on named trucks
  • Brief them on local traffic routes, racking and attachments
  • Supervise new operators until they are competent on that site
  • Remove authorisation after incidents or if competence fades

A folder of certificates with no authorisation matrix is a common audit finding. Pair your training records with a simple table: operator, truck types, last course date, next refresher window, and whether they also hold reach, Bendi, VNA or PPT.

Contractors, agency labour and visiting drivers

West Midlands distribution parks often run mixed labour. The host employer still needs to check that agency operators are trained for the specific trucks they will use, not just “has a forklift licence”. Ask for evidence of category, date and provider. If the last assessment is older than three to five years, book a refresher before they join the shift.

Visiting drivers who unload with a truck on your yard are part of the same risk picture. Site rules, segregated routes and confirmation of training belong in contractor control, not only in the permanent-staff matrix.

Training records that survive an inspection

Keep certificates, photo ID cards where issued, course registers, and notes of familiarisation. If you deliver on-site training, record the trucks used in the assessment — that is stronger evidence than a generic centre certificate when the question is “were they trained on this machine?”

Published course fees are on forklift training cost in Birmingham. Contact us with headcount and truck types if you need an on-site date. Call 0121 213 1174 for the Birmingham centre or nationwide on-site training.

Familiarisation is still your duty

Even after an excellent centre course, the operator is not “finished”. L117 expects specific job training and familiarisation on the trucks, attachments and layout they will use. Build that into inductions: pedestrian crossings, one-way aisles, charging bays, and who they report defects to.

If you skip familiarisation, a current certificate will not save you in an investigation. Training records plus local briefing is the combination auditors want to see in 2026.

Temporary labour peaks at Christmas and sale periods. That is when unauthorised operators appear on reach trucks. Put a hard gate in the induction: no keys without a matching category and a date inside your refresher window. The cost of a 1-day course is easier to defend than an investigation after a racking strike.

We can help you map the matrix, then deliver the missing novice, refresher or conversion days at the centre or on-site.

HSE forklift training FAQs

ACOP L117 is the HSE Approved Code of Practice for rider-operated lift trucks. It sets out adequate operator training, familiarisation and safe use. Forklift Pioneer Training delivers ITSSAR accredited forklift training in Birmingham aligned with L117.

There is no fixed legal expiry date under HSE law. Employers must still keep operators competent. Most sites book a forklift refresher course every three to five years, or sooner after an incident or a change of truck type.

Industry practice is every three to five years. Book earlier after a near miss, a long break from the truck, or a move to different equipment such as reach, Bendi or VNA.

L117 covers operator training and safe use. PUWER requires work equipment to be suitable, maintained and used by trained people. LOLER covers lifting equipment, thorough examination and planned lifts. All three apply to most UK warehouse fleets.
